This video shows Perez Hilton and Katy Perry announcing Rick had won the award, but unfortunately, Astley wasn’t at the ceremony in Liverpool to accept the prize.
Basically, MTV got Rickrolled in spectacular fashion by thousands of people voting for Rick to win the award online. it had to comply with the people’s wishes but didn’t actually want to be made stupid.
I think Rick Astley would have been there with bells on had he been invited so I’m guessing MTV was just trying to hide its embarrassment at being caught out so spectacularly.

Astley did not attend the awards ceremony at the city's Echo Arena, but issued a statement thanking those who voted for him.
"I am honoured that my fans worked so hard to help me win Best Act Ever at the 2008 MTV Europe Music Awards," he said.
"This is the first time I have been nominated for the EMAs and I would like to thank everyone who voted for me."
