The draft legislation deals with key issues such as affordable coverage for all Americans; improving the quality and efficiency of health care through quality measures, and resolving the future workforce issues.

The health insurance bill aims to make quality health protection to all Americans. It means to make health insurance affordable, reduce costs, improve quality, prevent disease and strengthen the workforce in the health field.

The Democratic majority and President Barack Obama are considering a system of public health insurance, a heavily criticized by the Republicans.
