Russia’s modernization in the 21st century will be based on democratic values and democratic institutes, and the Russian society will become a society of clever, free and responsible people, President Dmitry Medvedev said in his annual federal message to parliament on Thursday.
“In the 21st century, our country again needs comprehensive modernization. And this is going to be our first modernization experience based on the values and institutes of democracy,” he told deputies of both houses of parliament in the Kremlin.
“Instead of the primitive economy based on raw materials exports, we will build a wise economy producing unique knowledge, new goods and technologies useful for the people,” the president said.
