
A U.S. general is meeting with Ukrainian officials for a second day of talks on U.S. plans for a missile-defense shield in Europe.
Lieutenant General Henry Obering, the head of the U.S. Missile Defense Agency, is expected to try to allay Ukrainian concerns about the plan, which has prompted sharp criticism from Russia and divided opinion in European countries.
The proposed missile-defense system would be based in Poland and the Czech Republic.
