The European Council meeting is also looking forward to the German Presidency in 2007, which will concentrate on energy security and economic competitiveness.

Foreign Secretary Margaret Beckett is also at the summit for talks with Foreign Ministers on the Middle East and the latest situation in the Darfur region of Sudan.

The Prime Minister's Official Spokesman said yesterday that the UK Government did not see Turkish membership as being a big issue for this summit as the accession process is continuing, but remained "fully committed" to their membership.
