The top U.S. general in Iraq, David Petraeus, says the situation in that country is "very tough." Petraeus told reporters at the Pentagon today that the U.S. war effort faces the most complex challenge he has ever seen as a soldier.
The four-star general said there have been some improvements in recent weeks following a U.S. troop building, which is still in progress. But he added there is a lot of work to be done.
Petraeus said car bombings are especially deadly and continuing. He said they are primarily directed at civilians.
Petraeus spoke as the Senate was debating House-passed legislation to begin withdrawing U.S. troops in October.
U.S. President George W. Bush says he will veto the bill.
