
The United States is hosting an annual summit on economic and security issues with two top European Union leaders Monday at the White House. President George W. Bush is holding talks with German Chancellor Angela Merkel, as Germany currently holds the rotating EU presidency, and with the head of the European Commission, Jose Barroso.
The U.S. and EU leaders are also expected to sign several economic agreements, including an "open skies" aviation deal aimed at boosting trans-Atlantic commerce.
Mr. Bush has refused to commit the United States to limiting its production of greenhouse emissions, saying it would hurt the U.S. economy.
The 27-nation EU agreed last month to reduce greenhouse gas emissions in Europe by 20 percent by the year 2020.
