Hillary Clinton Presents Her Health Care Reform Program

Hillary Clinton being the first lady in 1990's tried to make a major reform in health care system, but she had lost. Congress didn't accept her plan of universal healthcare. Besides conservatives and health insurers were against it.

Now being Democratic presidential candidate, Hillary Clinton returned to her initial intend, and said that she had improved the plan. She said that now she understood the important role of all health care providers and those who paid for healthcare services.

Hillary Clinton made a proposal on Thursday, which was focused on decreasing healthcare costs. She is also expected to make two other offers concerning health care system, one connected with the improvement of the quality of health care system in general, and the other is connected with all Americans health insuring.

Hillary Clintons proposals are regarded by some critiques as an effort to change her image of being always right and belonging to government.

According to different surveys healthcare system is ranked second by voters, and as one of the most important issues for the government to work on. The first is the war in Iraq. All political parties, including democrats, whose representative Hillary Clinton is, give the health care system the same importance.

This Thursday, Hillary Clinton said no one can control the costs of healthcare. She gave evidence like: Americans spends 16% of its gross domestic product on healthcare; 30% of the cost increase is related to the doubling of obesity among adults during the last two decades; and administrative costs are the highest in the world; premiums have almost doubled since 2000.

Hillary argued that healthcare costs were out of control. Among the evidence she cited: Premiums have almost doubled since 2000; the nation spends 16% of its gross domestic product on healthcare; 30% of the cost increase is related to the doubling of obesity among adults during the last two decades; and administrative costs are the highest in the world.

After that statistical data she asked, if America spent so much, why it was ranked by World Health Organization as 31st in life expectancy and 40th in child mortality.

Hillary Clinton promises that if she becomes a president, the focus of the health care system will be on the prevention of illnesses rather than on the treatment of the latters. Her reforms will enable all Americans to take preventive care, which will save a lot of money in the future. She brings the statistical data about that only 38% of adults are getting screened for colorectal cancer and that about 20% of children are not getting immunized against preventable diseases.

Hillary Clinton said that she would demand from insurers to participate in the investing for preventive healthcare system. She also wants to develop medical records system by making it computerized, which may save a lot of money in the long run.

Clinton also wants individuals and small businesses to have access to insurance funds in order to make costs lower and make the insurance companies unable to discriminate people who have preexisting conditions.

One of the strongest points of her plan is the argument that it will cut American families' health costs in average by $2,200 a year and also it will save the American health care system about $120 billion a year.

Although there is much skepticism about Hillary Clinton's new heath care system plan, many of her opponents agree that system has many drawbacks which should be addressed by the government.- by Alla Harutyunyan for HULIQ.COM
