Copenhagen, Geneva, Osaka, Zurich, and Oslo made up the rest of the top 10 places.
The survey measures the comparative costs of more than 200 items including rent, transport, food, clothing, household goods, and entertainment.
It ranks 143 cities against each other, with New York as the benchmark.
Moscow was 34.4 percent more expensive than New York, up just under 11 points on last year.
Mercer said the rise was due to the appreciation of the ruble against the dollar, which with soaring rents had driven up the cost for expatriates.
Paraguay's Asuncion was the cheapest for the fifth year running.
