In the event that L-3 wins the Joint Cargo Aircraft (JCA) Program, the document will serve as the basis for a long-term, strategic partnership between WR-ALC and L-3 for U.S. Air Force JCA logistics support requirements and future aircraft support opportunities.

"With a contract award to the C-27J team, specific agreements and relationships under this Strategic Partnership Agreement represent opportunities to reduce program support costs and improve operational availability."Â
L-3 IS, headquartered in Greenville, Texas, and the WR-ALC at Robins Air Force Base, Ga., with this public-private partnership, agreed to work toward maximizing efficiencies and effectiveness for the C-27J Spartan fleet, if it is chosen for the JCA program.
L-3 IS leads a team in the JCA competition offering the C-27J Spartan as the best-value solution to meet the U.S. Air Force's and U.S. Army's medium tactical airlift needs. The team includes Alenia North America, Inc. (a Finmeccanica company), Boeing and Global Military Aircraft Systems (GMAS).

Each party to the agreement brings different and complementary capabilities and objectives to the relationship. L-3 IS seeks to provide high-quality, cost-effective engineering and logistics support solutions for the JCA throughout its lifecycle.
The focus areas of the SPA are engineering and product support, supply chain management and depot-level maintenance. The center's organic capabilities in these areas would augment and complement L-3 IS's own logistics support to the U.S. Air Force's C-27 fleet.
