Emma is so close to Emily, I have trouble seeing much difference, personally. At any rate, Emma was No. 3 in 2007. Jacob, as I said, was No. 1 in 2007.
Why is the Social Security department involved? Well, as I know from my own experience with my baby girl, you typically can (although you don't have to) request a Social Security number before you leave the hospital. It makes sense that they would compile this information about the most popular baby names.
