These models appear to be refurbished. Refreshing the page may show a different model as the prior one is purchased. At the time of this writing, for example, the current model displayed is an Apple MC982LL/A iPad 2 Tablet 16GB w/WiFi 3G AT&T-White. Pricing is $279.99 + $5.00 shipping. There is an additional $3.00 CEW (electronic waste recycling) fee for items shipped to California.
Apple currently sells the iPad 2 in 16GB form only (you may see larger storage tiers show up at Cowboom during the day). The WiFi-only model is $399, with the WiFi + 3G model priced at $529.
To be clear, refurbished and pre-owned iPads do not include a SIM card. This, however, should be able to be rectified at an AT&T store.
Make sure you take a look at the product grade of the item when you add it to your cart. Product Grades of 5 or higher are considered by Cowboom to be in like-new or excellent condition.

On Friday, Nov. 1, Apple will begin sales of the new iPad Air model. This model carries a new 64-bit A7 processor and is significantly smaller and lighter than the iPad 4 (last generation), whilc continuing to sport the same 9.7-inch display.
At the same time, Apple will ship the iPad mini 2, with a Retina display.
