As an unlocked device, this Galaxy S4 Active is priced at full price, without carrier subsidy. The eBay deal is, as we said, via Newegg, which many will recognize as a reliable, large Internet retailer.

We always warn folks to be careful on eBay, but remember, this is Newegg. The retailer has 228406 feedback ratings, with an average of 99.5 percent positive.
Many of the specs on the Galaxy S4 Active are the same as the Galaxy S4, but the device has been built to meet IP67 standards. That means that the device is totally "Protected against dust, limited ingress (no harmful deposit)" and that it is "Protected against the effect of immersion between 15cm and 1m."
Unlike the Galaxy S4, the Galaxy S4 Active has real buttons, not capacitive ones for the Back and Menu buttons. It also has an 8MP rear-facing camera, as opposed to the Galaxy S4's 13MP camera.
It has the same size screen -- 5 inches -- as the Galaxy S4, but the Active sports a TFT LCD rather than the AMOLED screen found in the S4.
In terms of things that are similar, the Galaxy S4 active has the same quad-core 1.9GHz Snapdragon 600 Processor w/ Adreno 320 GPU seen in U.S. S4s, along with the same 2GB of RAM and up to a 64GB MicroSD expansion. It also has the same 2600mAh battery.
As it is unlocked, many will be interested in the frequency bands the device supports. The Galaxy S4 Active supports GSM, HSDPA, and LTE with the following bands: GSM/GPRS/EDGE 850/900/1800/1900 (Quadband), HSPA+ 850/900/1900/2100, and LTE 800/850/900/1800/2100/2600.
After it was introduced, some reviewers called the Samsung Galaxy S4 Active "the device that the Galaxy S4 should have been." Whether that is true or not is probably in the eye of the beholder, but certainly, the Galaxy S4 Active is a solid (no pun intended over its IP67 rating) and worthy of attention at this price if you are considering an unlocked device.
There are only a limited quantity of Actives available, and at the time of this writing, 43 have been sold. At the same time, buyers can add a two-year Squaretrade warranty for only $67.99, down from the normal $125 advertised on the Squaretrade site.
