In a report to the UN Security Council, Mr Gambari says his second visit since the suppression of pro-democracy protests in September had not produced all the results he was hoping for.
The envoy failed to secure a meeting with Burma's supreme leader and was denied three-way talks between himself, the Government and opposition leader Aung San Suu Kyi.
But Mr Gambari says he still believes the Burmese Government is open to international influence.
"On balance the positive outcomes of this latest mission showed that the Government of Myanmar, while stressing its sovereignty and independence, can be responsive to the concerns of the international community," he said.
"Although high expectations continue to be borne out of the recent crisis, the situation today is qualitatively different from what it was a few weeks ago." © 2007 Australian Broadcasting Corporation
