The upper house of the Russian parliament has voted unanimously to suspend Moscow's participation in a key arms treaty dating from the Cold War.

The vote means that President Vladimir Putin can now give final approval to withdrawing from the Conventional Forces in Europe treaty.

The move was endorsed by Russi's lower house last week.

Signed in 1990, the accord limits military deployments in Europe.

The NATO military alliance expressed regret over the decision.

"Any measure which takes forward the process by which Russia would unilaterally withdraw from the treaty is regrettable," said NATO spokesman James Appathurai.

"We hope that the talks underway between the signatory states, and those between the United States and Russia, will bring about rapid results." © 2007 Australian Broadcasting Corporation
