Emile Lahoud, The President, Syria backed whose term ended at midnight, saturday on 24.11.2007 handed control of the security services over to the army, declaring a state of emergency.

US-supportive government of Fouad Siniora rejected the declaration said Siniora. The constitution says a president cannot declare a state of emergency without government approval, but Lahoud and the Hizbullah- led opposition claim, the cabinet as unconstitutional following the walk over of its Shia ministers last year.
