
Police and security services could monitor every phone call, email or website visit by members of the public and then store them in a huge database.
These proposals are not going down well with civil libertarians, and the country's data protection watchdog has warned that they would be "unacceptable", but it will be argued that powers are needed to target terrorists and serious criminals.
I believe that most people, including myself, are more disturbed by the thought of living in a surveillance state, especially in view of the many security lapses, loss of sensitive data and high incidence of error by Government departments, agencies and personel, than by fear of terrorism incidents and crime.
