Lieutenant General Boutelle has been a force for change, transforming the role of the CIO to include business and policy leadership, in addition to his nearly three decades of program management experience in the information security industry. He has overseen global programs for hardware development of satellite terminals and radio systems; software systems for intelligence, logistics, missiles, air defense and personnel; development of Information Assurance.
