The Organisation for Corporation and Security in Europe, OSCE, says it has cancelled its observer mission to Russia's March presidential elections because of restrictions imposed by Moscow.
The OSCE says too few observers have been invited and they will not have enough time to do their work. Initially, Russia invited the OSCE to send 70 monitors on 28 February, just three days before the 2 March poll.
Earlier this week, Moscow presented a compromise proposal in order to prevent a boycott but the OSCE dismissed it.
The organisation also boycotted Russia's December parliamentary elections. The OSCE alleged that Moscow was slow to issue visas and did not allow enough observers from independent countries to monitor the election.
