Mr Rudd spent 45 minutes talking with Senator McCain.
"I'm very happy to see you and congratulations on your resounding victory," he told Senator McCain.
The two men met in the Senator's office on Capitol Hill, with Senator McCain telling the Prime Minister that his father, who was a submarine commander during World War II, was based in Perth for a while and had fond memories of his time there.
Mr Rudd met Democratic candidate Hillary Clinton in Washington yesterday and has also spoken to Barack Obama on the phone.
He also met US trade representative Susan Schwab to push for the successful completion of the Doha round of world trade negotiations.
"The challenges and stresses currently being faced by the global economy as a result of the global financial crisis requires that world leaders combine together to ensure that confidence is enhanced by a good outcome on world trade," Mr Rudd said.
"There is no better injection of confidence than to get that outcome on world trade, and that'll certainly be the thrust of meetings today."
