Both are battling knee injuries and Hodges is given little chance of taking part.
Assistant coach Ivan Henjak says the team is playing well enough to win without two of its biggest stars.
"The strength so far with our performances is everyone's been contributing," he said.
"We haven't been looking to any one person to put in a big performance.
"They're all doing their job really well and that's been the strength so far."
Henjak says the Storm could still be feeling the effects of their unsuccessful World Club challenge campaign in England in February.
The NRL premier has only one win from the first three rounds and Henjak says it appears to be off the pace.
"Going to England certainly does affect your performance as you've seen with the teams over the last few years but look, that can all change over a week," he said.
