Comcast High-Usage Throttling Test to Begin

You'll recall earlier I wrote about Comcast's new collaboration with BitTorrent. More interesting to me however, was that in that same statement Comcast also indicated they were changing their policy on throttling.

Rather than throttling P2P transfers, they were planning on throttling high-usage customers - and not just P2P, but all their traffic.

The trial begins Thursday. The new system only kicks in for high bandwidth users during times of congestion. The lucky victims will be in Chambersburg, PA and Warrenton, VA, with an expansion later this summer to Colorado Springs, CO.

Comcast's been in trouble over its throttling of P2P transfers, even earning an FCC hearing. However, the company keeps saying it needs to do some sort of throttling to manage traffic.

Don't forget that other broadband trial that's ongoing: Time-Warner Cable's metered usage trial in Beaumont, TX. In that trial, going over your tier limit will earn you a $1 / GB overage penalty.

Neither one of these trials appeals to me. Will they roll out nationwide? I'd say: if successful - and success may be measured in technical success rather than positive feedback - there's a good chance both of these might.
