Don't forget that other broadband trial that's ongoing: Time-Warner Cable's metered usage trial in Beaumont, TX. In that trial, going over your tier limit will earn you a $1 / GB overage penalty.
Neither one of these trials appeals to me. Will they roll out nationwide? I'd say: if successful - and success may be measured in technical success rather than positive feedback - there's a good chance both of these might.
