Police in St. Petersburg said unknown persons threw black paint on the walls of the Estonian Consulate in the city center early today.
Activists of the radical National Bolshevik Party claimed responsibility for the act, saying it was to protest the Estonian parliament's recent decision to allow the removal of Soviet monuments.
Russia's parliament and government officials have denounced the Estonian move.
