Iran's ambassador to Britain has called on London to respond with goodwill to Tehran's release of 15 British naval personnel it had held captive for two weeks.

The British Royal Navy has begun a review of the circumstances leading to the capture of 15 of its service personnel by Iran. The Defense Ministry said rules of engagement, procedures, and equipment will be analyzed. The 15 arrived in Britain on April 5 after being held in Iran for two weeks.

British Prime Minister Tony Blair today hailed the return to Britain of the 15 service personnel who had been held by Iran. Blair told reporters in London that their release had been secured "without any deal" or negotiation.

Iranian parliament speaker Gholam Ali Haddad-Adel today said Britain was taking "more appropriate action" to end the dispute over Tehran's detention of the British naval personnel in the Persian Gulf on March 23.

After Iranian television showed British naval personnel saying they had entered Iranian territory without permission when they were detained, state-run media say that all 15 being held by Tehran have confessed to illegally entering Iran's waters.
