With No Budget, California Prepares for IOUs

With voting steadfastly along party lines, right up until 3 minutes before midnight on June 30th, California failed to pass a budget on Tuesday night. This means, unless there is some sort of miraculous breakthrough, California Treasurer John Chiang will begin issues IOUs Thursday.

California may have to issue IOUs because of the $24 billion deficit. The IOUs may be issued as early as July 2. Because of the state's financial difficulties, Controller John Chiang warned that he would have to start issuing warrants instead of money as both houses started debating solutions to the budget problem. On Tuesday, California's Supreme Court upheld the controversial anti-gay marriage Proposition 8, which was passed last year using California's initiative process. At the same time, the justices confirmed that the 18,000-plus same-sex marriages that took place before the Proposition was approved by voters will stand. The vote was 6-1.
