The fact that during the weekend horse-racing in Moscow the president of Azerbaijan Ilham Aliyev was seating next to the presidents of Abkhazia and South Ossetia is a foretelling sign that Mr. Aliyev is preparing to one day sit down with the president of independent Republic of Nagorno Karabakh and sign a peace agreement. The reality is that the government of Azerbaijan should start to prepare its population for peace with Armenia and independence of Nagorno Karabakh.

After the “home analyses” followed St. Petersburg meeting between the presidents of Armenia and Azerbaijan, Ilham Aliev has probably understood that the only logic point for resuming the negotiation process over the conflict within “Madrid principles” is the grant of such a status to Nagorno Karabakh that would be accepted both internationally and by Baku first of all and exclude its legal belonging to Azerbaijan.

Today in “Maendorf” castle near Moscow, the presidents of Armenia and Azerbaijan Serzh Sargsyan and Ilham Aliev signed a very important declaration on the peaceful resolution of the Nagorno Karabakh conflict and international guarantees. The meeting was initiated by the president of Russia Dmitry Medvedev.

Azerbaijani President Ilham Aliyev reacted cautiously to a Russian proposal for the United States to share use of a radar station in Azerbaijan to counter a potential threat from Iran, and North Korea.

The President of Azerbaijan, Mr. Ilham Aliyev while conducting negotiations with neighborhing Armenia more often has started using the language of threat and force. This is never productive if Mr. Aliyev wants to reach some tangible results. The humanity clearly learned in the past 5 years and by looking back to the history that military force has never and will never achieve lasting peace or occupation.
