The OSCE Chairman-in-Office, Belgian Foreign Minister Karel De Gucht, said today that the OSCE will not recognize the constitution referendum held in Nagorno-Karabakh on Sunday.

"It is still untimely to speak whether Armenia is ready to move forward in the settlement of the Karabakh conflict," Azeri Foreign Minister Elmar Mammadyarov declared today, speaking at the opening PACE Political Committee's sitting in Baku, "Trend" agency reports.

Election officials say voters in the disputed Nagorno-Karabakh region of Azerbaijan have overwhelmingly approved a new constitution that affirms the area's independence.
