The majority of states required motorcycle helmets in 1975, but today, only 20 states have universal helmet laws that require all riders to wear helmets, 26 states have partial coverage laws (usually only for young riders), and four states have no helmet laws.

Based on the study results, the researchers recommend that the state continue its teen-focused information campaign and enact primary enforcement seatbelt laws.

The new study, by The George Institute for International Health, was designed to determine the risk of a crash associated with passenger carriage compared with that of using a mobile phone while driving. Both the carrying of passengers, and having a larger number of passengers in the car, are associated with an increased likelihood of a crash, though not to the same extent as mobile phone use.
