On November 11, the UN Security Council conducted open debates on the Protection of civilians in armed conflicts, which are dedicated to the 10th anniversary of the first introduction of this important issue in the Security Council. The Foreign Minister of Austria, Michael Spindelegger arrived to New York to preside over this momentous event. Azerbaijan and Armenia debated exchanging views on the role of the authorities in protecting civilians during armed conflicts.

North Korea Vows to Restart Nuclear Program; Expels U.N. Inspectors

In 2006 North Korea conducted a nuclear test, albeit almost comically small. Since then a series of negotiations had produced a Feb. 2007 disarmament-for-aid agreement which resulted in the dismantling of the Yongbyon nuclear plant. However, on Wednesday North Korea backed away from the agreement, expelling U.N. inspectors and vowing the restart the plant, which can make weapons-grade plutonium.
