Azerbaijan and Armenia debated exchanging views on the role of the authorities in protecting civilians during armed conflicts.</description>

Armenia supported the move and Turkey blockaded Turkish-Armenian border showing solidarity with Azerbaijan. The later holds Turkey hostage to relations with Armenia. Turkey says you can&#039;t do that.</description>

The national hymn of Azerbaijan was played and the flag raised. Armenia had no problem with that. The two countries are negotiating for Nagorno Karabakh independence through referendum.</description>
