On November 11, the UN Security Council conducted open debates on the Protection of civilians in armed conflicts, which are dedicated to the 10th anniversary of the first introduction of this important issue in the Security Council. The Foreign Minister of Austria, Michael Spindelegger arrived to New York to preside over this momentous event. Azerbaijan and Armenia debated exchanging views on the role of the authorities in protecting civilians during armed conflicts.

Here is what is happening between Turkey and Azerbaijan in regard to Nagorno Karabakh. Azerbaijan in late 1990s started war against the civilian population of the Nagorno Karabakh Armenians, who voted to be independent from Azerbaijan due to cultural and human rights related oppression. Armenia supported the move and Turkey blockaded Turkish-Armenian border showing solidarity with Azerbaijan. The later holds Turkey hostage to relations with Armenia. Turkey says you can't do that.

In an exclusive interview to Armenian online newspaper Aysor, the Deputy Speaker of the British House of Lords Baroness Caroline Cox said "Azerbaijan used its citizens as a shield in Khojalu." The interview was taken on September 22, when Cox was visiting Armenia and Nagorno Karabakh for the launch of a charity even founded by her and the British “Lilis Consulting” company.

Turkey has positioned itself in a very confusing situation with Armenia. On one hand it pre-signs protocols about normalization of relations with Armenia where there is no single word about linking the process to Armenia's relations to Azerbaijan and Nagorno Karabakh, on the other hand it tells Azerbaijan that unless the issue of Nagorno Karabakh is solved the Turkish Armenian border won't open. The European Judo Championship in Armenia is not only a big sports event, but also a small contribution to reconciliation between Armenia and Azerbaijan. For the first time the national judo team of Azerbaijan visited Armenia to participate in the European Judo Championship. One of the Azeri team members won gold. The national hymn of Azerbaijan was played and the flag raised. Armenia had no problem with that. The two countries are negotiating for Nagorno Karabakh independence through referendum.

Looking at the issue from a realistic point of view and championing peace in the region he sees no way to return Nagorno Karabakh to Azerbaijani rule. This is in the light of Turkey Armenia rapprochement.
