Here is what is happening between Turkey and Azerbaijan in regard to Nagorno Karabakh. Azerbaijan in late 1990s started war against the civilian population of the Nagorno Karabakh Armenians, who voted to be independent from Azerbaijan due to cultural and human rights related oppression. Armenia supported the move and Turkey blockaded Turkish-Armenian border showing solidarity with Azerbaijan. The later holds Turkey hostage to relations with Armenia. Turkey says you can't do that.

Turkey has positioned itself in a very confusing situation with Armenia. On one hand it pre-signs protocols about normalization of relations with Armenia where there is no single word about linking the process to Armenia's relations to Azerbaijan and Nagorno Karabakh, on the other hand it tells Azerbaijan that unless the issue of Nagorno Karabakh is solved the Turkish Armenian border won't open. An exhibition of Czech photographers, devoted to Nagorno Karabakh, has been opened at the Palace of Culture and Youth in Stepanakert, the capital of Nagorno Karabakh (Artsakh).
